Though Louisiana (and the above cathedral) is named after the French Sun King (Louis XIV),
Spain took over from France for awhile due to European wars and treaties
When France won it back in 1803, they sold it to the US - the Louisiana Purchase - to help cancel war debts
(and as an affront to England)
Andrew Jackson, commander of the Battle of New Orleans(*) is thinking he'd look pret-ty good on the $20 bill
(*) Last major battle of the 1812-15 War against England and the colonies
(The same statue is in the center of Lafayette Square, Washington DC, across the street from the White House)
